Special allocation for incubation of the window on Catalytic Funding for Decent Jobs and Universal Social Protection

The purpose of this global project is to support the incubation of the thematic window on Catalytic Funding for Decent Jobs and Universal Social Protection, which will support the implementation of the Global Accelerator on Jobs and Social Protection for Just Transitions. The Global Accelerator aims to increase the level and coordination of the multilateral system’s efforts to help countries create 400 million decent jobs, including in the green, digital and care economies, and to extend social protection coverage to the 4 billion people currently excluded, efforts which are vital to poverty reduction and achieving the SDGs as a whole. The window will provide a funding mechanism for catalytic joint work of UN Country teams, led by the RC, particularly focusing on the Pathfinder Countries. The project for incubating the window will include bottom-up input for the design of the window by including consultations with RCs and UN Country Teams on the final Concept for the window. The project will have the following main deliverables: • Development of an investment strategy (1) to justify the establishment of the window. • Development and implementation of a viable resource mobilization strategy (2) based on extensive consultations with development partners and other strategic contributors. The strategy should identify donor leads, and ensure initial funding for the launch of the window. • Prepare and validate with all stakeholders the full Terms of Reference (3) for the operationalization of the window, including role of country teams, TSF and global coordination mechanism, management arrangements in line with the governance structure of the Joint SDG Fund, results and impact measurement and reporting, communication and visibility. The project will also prepare the design of the first funding round.
