Strengthening of Employment Service Centres in Nepal
This project aims to strengthen ESCs to deliver the full mandate of the centres, while supporting MOLESS, Municipal and Provincial Governments and ESCs to further develop the policy and institutional framework of the public employment service (PES) within which the ESCs should operate, improve the engagement of ESCs with key stakeholders, including the private sector, and support the capacity building for fully functioning and sustainable PES and ESCs. The total budget for this project is of US$ 1,767,000, which US$ 1,197,000 will be financed by SDC, and the remainder by ILO projects, the World Bank and MoLESS, for a period of 48 months, starting in December 2022. The project’s activities will encompass: i) support for the implementation of basic employment promotion services by providing capacity building to ESC staff (training, coaching and peer-to-peer support); ii) support for the implementation of employment promotion services in 14 “Model” ESCs, including peer support on basic employment services, improving the engagement with the private sector, providing job search assistance, placement, and referrals to jobseekers, including returnee migrant workers; iii) review and update the institutional framework of public employment services within which the ESCs operate, by working with government institutions and social partners at all levels, including the review of roles and responsibilities of the three spheres of government, funding arrangements and flows; iv) conducting functional review of the Centres and labour market assessments for the refining of the service portfolio of the ESCs; and v) support the implementation of the reformed institutional framework and service portfolio of PES and ESCs. The project will be implemented by the ILO in close collaboration with MoLESS, SDC and the World Bank. Representatives of the four institutions will constitute the project’s Coordination Committee, with annual meetings between senior management of the institutions, and at least quarterly meetings at the technical level.
