Global programme on skills and lifelong learning - Light earmarked - Lebanon component
The Norway funded programme on skills and lifelong learning is funded by the Programme Cooperation Agreement (PCA) 2023-24 between the ILO and the Government of Norway. The PCA is based on common objectives and principles shared by Norway and the ILO, underpinned by a rights-based approach to development and support for increased effectiveness and results-based management. It is a lightly earmarked contribution to the ILO’s work on skills and lifelong learning, directly targeting the objectives of ILO’s 2021-22 Programme & Budget (P&B), particularly its Outcome 5, Skills and lifelong learning to facilitate access to and transitions in the labour market, taking the Centenary Declaration as the guidance and UN SDG #4 (targets 4.3 and 4.5 in particular) and #8 (all targets) as reference. The overall expected outcome of the PCA is ILO P&B. The six country-level components contribute to the respective Decent Work Country Programme (DWCP), the Country Programme Outcomes (CPO) linked to Outcome 5 in conjunction with other funding sources, and align with the Decent Work Agenda for Africa (DWAA). The ILO-Norway PCA contributes to achievement of the respective CPOs addressing skills development and lifelong learning, in conjunction with other funding sources, including Regular budget technical cooperation (RBTC) The ILO field offices responsible for the selected countries will implement the programme, drawing on the resources provided by Norway, alongside ILO’s own resources and those from related interventions supported by other donors. The programme will be implemented based on a consolidation and scaling-up approach that allows to build on and expand the results already achieved during the previous Programme Cooperation Agreements between the ILO and the Government of Norway on skills development in these countries. Skills and Employability Branch will conduct regular monitoring of the project implementation, suggest corrective measures to overcome challenges and prepare reports for the donor. The ILO will provide annual reports and financial statements in respect of the contribution in accordance with the terms of the PCA 2023-24.
