Enabling the participation of women in the labour market by expanding childcare services in selected oblasts of Ukraine
This RBSA-funded intervention addresses the promotion of gender equality and equal opportunities and treatment as well as informality in the care economy, with particular attention to groups that face greater challenges on the path to decent work. The ILO provides support to the development and pilot-testing of affordable childcare service models, the adoption of care legislation and policies, and the formalization of the care sector. The intervention is implemented in two regions of the country, Vinnytzia and Kyiv. Direct beneficiaries include public and private sector stakeholders in the childcare sector, individual child carers, entrepreneurs interested in starting businesses in the sector and enterprises willing to provide childcare services to their employees. The end beneficiaries are primarily end-users of childcare services, particularly low-income families with children under six years of age. Key partners are the Ministry of Economy and its Employment Directorate, the Ministry of Education and Science, the Technical Vocational Education and Training Institution, local governments, and the Government Commissioner for Gender Equality Policy. Other collaborating partners are the social partners at the national, sectoral and regional/municipality levels, including the Federation of Employers of Ukraine (FEU), the Confederation of Employers of Ukraine, the Association of Employers’ Organizations of Ukraine, the Confederation of Free Trade Unions of Ukraine (KVPU), and the Federation of Trade Unions of Ukraine (FPU), together with their sector-specific affiliates. Civil society organizations, representatives of the target groups at regional government and community level, and sectoral business associations are also involved. Expected results are the availability of new affordable childcare services, the formalization of the services of individual child carers based on a pilot-tested model, and a functioning dialogue process in the relevant national bodies aiming at more effective regulations on leave and formalization policies.
