Strengthening formalisation pathways for MSMEs in Gaza through improved access to productivity enhancement services, and stronger MSME organisation and voice in social dialogue.

This RBSA-funded intervention pilots an integrated approach to formalization to support micro, small and medium enterprises (MSMEs) in Gaza to transition to formality. It targets start-ups and MSMEs in the professional services and food processing sub-sectors, particularly those operating in the platform and e-freelancing economy, and focuses on women-run enterprises. The intervention facilitates formalization of MSMEs in the target sectors through two complementary areas of activity: supporting productivity enhancements within MSMEs, and fostering dialogue and strengthening employer’s associations, MSMEs and their workers. Through technical assistance, studies, competitive enhancement plans, capacity building activities and policy awareness-raising, the target establishments are being equipped with the necessary tools and activities to chart a strong path to the formal economy, thereby enhancing job opportunities and building the resilience and sustainability of MSMEs and start-ups. The intervention also provides support to informal MSMEs and their workers to organize and strengthen enterprise-level dialogue, and to strengthen their voice in national/sectoral level social dialogue. The expected results of the intervention include access to more responsive and better institutionalized business development services and productivity-enhancement programmes to facilitate the transition to formality for MSMEs in Gaza; and a greater voice in social dialogue for informal enterprises through strengthened association.
