Promoting the transition to formalization through integrated approaches in Cambodia

This intervention aims to support the formalization of jobs and enterprises in Cambodia, in the context of Cambodia’s COVID-19 Economic Recovery Plan. The intervention targets workers and enterprises in the informal economy, particularly female workers, and micro and small enterprises in some selected sectors. The ILO, in collaboration with other UN agencies, provides technical assistance to the Government, including through the Cambodian Inter-ministerial Working Group on Formalization, on applying an integrated approach combining the formalization of enterprises and the extension of social protection, on developing evidence-based and gender-responsive measures and actions to formalize enterprises and workers in selected priority sectors, and on further integrating government systems to simplify formalization processes, including registration and compliance mechanisms using digital platforms. The expected results of this intervention include: 1) national policies are revised and integrated measures are introduced to facilitate the transition to formality; 2) gender-responsive and inclusive sectoral approaches to formalization are developed and implemented in selected sectors; 3) government systems to facilitate transitions to formalization are simplified and further integrated; and 4) capacity of constituents is enhanced and access to services and incentives to formalization is improved, including through digital technologies, communication and social dialogue.
