Addressing informality in Viet Nam through policy coordination and sectoral action

This intervention responds to the increasing national needs on accelerating formalization of the informal economy in Viet Nam. The intervention targets sectors with strong connections between environmental challenges and informality and informal economy workers, particularly women in these sectors. The ILO, in collaboration with its constituents and other UN agencies, promotes a comprehensive and integrated approach to formalization based on evidence from sectoral analyses and diagnostics of relevant policies, regulations, and compliance mechanisms; supports the development of a government-owned information system to facilitate formalization; and works to strengthen the institutional capacity of policymakers, governments, employers’ and workers’ organizations at national and sectoral levels and in the selected areas. The expected results of this intervention include: 1) improved sectoral approaches to formalization applied by the constituents; 2) strengthened framework for formalization and extension of social protection; 3) improved participation in tripartite dialogues by Viet Nam Chamber of Commerce and Industry (VCCI)/Viet Nam Cooperative Alliance (VCA) and business associations to promote the adoption of a gender-focused sectoral initiative in the coffee value chain; and 4) improved and more active measures by Viet Nam General Confederation of Labour (VGCL) to strengthen representation of informal economy workers in the wood and forestry sector.
