Fostering transition to formality of informal workers&businesses in Mongolia through the implementation of an integrated approach to promote policy coherence, utilisation of technologies to access information and business development sces
This intervention aims to foster the transition to formality of informal economy workers and businesses in Mongolia. It focuses on priority sectors with a higher level of informality, such as retail trade, service sector and livestock herding. The intervention partners include: the Ministry of Labour and Social Protection, Ministry of Economic Development, the General Authority of Social Insurance, as well as workers’ and employers’ organizations. The ILO, in collaboration with other UN agencies, provides technical assistance to the Government of Mongolia and the social partners in analysing the drivers of formalisation, strengthening the capacity and enhancing knowledge on pathways for formalisation to facilitate the implementation of an integrated approach for policy coherence. It also supports national-level policy interventions and action planning in selected sectors. The expected results of this intervention include: 1) evidence-based, gender-responsive and inclusive sectoral approaches to formalization are developed in selected sectors; 2) policies and coherent measures to facilitate the transition to formality are implemented through integrated action plans for formalization; and 3) utilization of digital technologies is strengthened to access information and ease business registration (use of e-formalization) along with improved business development services.
