Promoting access to employment and bridging gaps between national TVET strategy and practices
The current gap between ongoing interventions and desired national employment outcomes of the TVET provides significant opportunity for joint WFP-ILO collaboration to showcase model VTCs based on the ongoing interventions of the WFP in the country. The WFP has an extensive field presence in the rural areas as well as in urban slums with the mobilized communities and their field staff engaged in cash transfer, and agriculture based and urban livelihoods in partnerships the VTCs to promote skills for employment promotion. ILO’s technical support to build VTCs capacities in market responsive skills, career guidance, post training support services and job forecast portals would bring in further dynamism and synergies in the areas of TVET reform by developing model Vocational Training Centres (VTC) with potential to replication. The proposed intervention aims at strengthening four VTCs in Duhok, Ninawa, Baghdad and Basra to improve their potential to become a Centre of Excellence with significantly enhanced performance. The project will strengthen system and capacities of four selected VTCs by enabling them to deliver market responsive skills to improve employment outcome of the training and reduce skills mismatch through improved institutional governance, private sector partnerships, system to assess local skills needs, relevant curriculum, and post training support system such as career counselling and job placement.
