Fortalecimiento Actuarial IPS Paraguay - Fase II

The project will support the development of an actuarial valuation of the health insurance by providing direct advice to the Actuarial Advisory Unit on how to construct actuarial valuations of the health insurance. Direct advice will allow IPS to deliver on the mandate of producing regular actuarial valuations and generate capacity within the Actuarial Advisory Unit to carry future valuations autonomously in the future. An additional, independent consultant will draw on the valuation to offer policy recommendations to advance the administration and sustainability of the health insurance. An exchange between IPS and another regional social security agency (e.g. IESS in Ecuador or BPS in Uruguay) will allow for the validation of the generated capacity within the Unit and create a regional network of health actuaries to support each other in the future. The projects’ direct target group is the Actuarial Advisory Unit of IPS, with the organization and users of the insurance as indirect and ultimate beneficiaries.
