Rebuilding Better Coconut Economy: Demonstrating an integrated inclusive recovery model from Super Typhoon Odette and overlaying crises
The vast agro-economy of the central and southern Philippines has been hard-hit by the series of natural and man-made crises at an unprecedented scale. After suffering from the prolonged impact of the COVID-19 pandemic on jobs and income, 11 regions in this part of the country have been swept by the Super Typhoon Rai (locally named Odette – hereinafter “ST Odette”) in mid-December 2021. The most severely affected regions are Region XIII (Caraga), X (Northern Mindanao), VIII (Eastern Visayas), VII (Central Visayas), VI (Western Visayas) and Palawan of IV-B (MIMAROPA). The Odette-affected population has reached 12.1 million, second to 16 million of Super Typhoon Haiyan/Yolanda of 2013, the largest ever typhoon in the history of the Philippines. Surprisingly, ST Odette’s total damages figure of the six most affected regions (USD 3.9 billion) went substantially higher than that of the ST Yolanda (USD 2.2 billion). The proposed project is ILO’s response to the call for reform and enhancement of the agriculture sector and its value chains as the highest policy agenda set by the new President of the Republic, and to the National Disaster Risk Reduction and Management Framework which promotes inclusivity as well as whole-of-government and whole-of-society approach with the strong will, commitment and leadership of the Government of the Philippines (GOP). More specifically, the proposed project will support and supplement as needed the implementation of the Rehabilitation and Recovery Programs (RRPs) of the ST Odetteaffected regions and the priority Programs, Projects and Activities (PPAs) approved by the NDRRMC as well as the relevant sectoral recovery plans such as the Comprehensive Action Plan for Rehabilitation and Recovery of Typhoon Odette Affected Coconut Areas (CARE COCO) of the PCA. It will simultaneously support the ongoing efforts of the national government and LGUs to implement the administrative and financial devolution as per the Mandanas-Garcia ruling of the Supreme Court.
