Boosting Decent Jobs for and Enhancing Skills for Youth in Rwanda's Digital Economy
Africa's young population is growing at an unprecedented rate, with estimates indicating that it will double by 2050. Rwanda is no exception where the youth population (15 to 24 years of age) has increased from 2,2 million in 2013 to an estimated 2,9 million in 2023. In this context, a transition to a digital economy presents an opportunity for jobs-rich growth. However, the lack of access to digital skills training and job matching services among young people impedes the realization of this opportunity. The project "Boosting Decent Jobs and Enhancing Skills for Youth in Rwanda's Digital Economy" aims to support Rwanda’s structural transformation and contribute to a just transition towards a digital economy. The project enhance digital skills for youth and boost decent jobs in Rwanda's digital economy by creating linkages that maximize the effectiveness of youth employment and investments in the digital economy. The project focuses on three main components: i) job creation and entrepreneurship opportunities in the digital economy, ii) improve digital skills of young men and women, and iii) enhance public and private employment services delivered to young women and men. The project thus takes a holistic approach focussing on labour demand, labour supply and labour mediation. Implementation based on evidence and research and emphasise public-private partnerships, collaboration with development stakeholders and involvement of young people themselves in the design of intervention models that they feel are relevant to address their needs and aspirations in the digital economy. The project provides an institutional framework to follow up and coordinate the project implementation in a whole-of-government effort coordinated by the Ministry of Labour and Public Service of Rwanda. Targeting young people 15 to 29 years of age it has an implementation period of four years – 2023 to 2027 - and a total budget of EUR 4 million.
