Better Work Uzbekistan Revenue Project

The Better Work Uzbekistan Programme is financed by the donor fund as well as the revenue from factories and brands which will be recorded in this revenue project. In 2020 and 2021, the Uzbek tripartite constituents wrote two letters to the Director General of the ILO, requesting the ILO to consider a Better Work Programme in Uzbekistan to “further improve the working conditions of garment industry workers, enhance dialogue between employers and employees, implement international labour standards, as well as increasing the competitiveness of garment enterprises and promote economic growth”. In 2022, following the feasibility study, in-depth desktop research and three ILO/IFC missions to Uzbekistan, the Better Work Advisory Committee and the Management Group agreed to commence an 18–24-month Better Work programme in Uzbekistan in 2023 in parallel to working on the enabling environment for a successful programme. The Memorandum of Understanding was signed between the ILO, IFC and the national constituents by mid- 2023. Funding for the initial phase has been secured through the European Bank for Reconstruction and Development (EBRD) and the World Bank Group. The current programme aims to achieve the following outcomes: Outcome 1: By end of 2024, enterprises enrolled in the Better Work programme in Uzbekistan have increased level of compliance with national labour laws and fundamental principles and rights at work and workers and management have developed mechanisms for social dialogue. Outcome 2: By end of 2024, Better Work’s impact on workers, businesses and compliance has helped to strengthen national level social dialogue and to attract new international buyers to source from Uzbekistan.
