Mapping and strengthening community-based care resources for persons with disabilities and long-term support needs - Armenia component
Limited progress with deinstitutionalization agendas in many lower-middle income European countries can be traced back to under-development of community support structures encompassing health, social protection, education, access to the labour market and housing. Gaps in availability and accessibility of services, but also the fragmentation, low quality, inappropriately trained or motivated human resources and underfinancing of community-based support are key causes for the institutionalization of persons with disabilities, particularly when their support needs are both pronounced and complex. To aid policymakers, advocates and service providers in targeting their efforts and resources on initiatives that can move the needle on the prevention of institutionalization and deinstitutionalization, the project aims to develop a toolkit that can capture and synthesize available information on the structure and organization of all relevant community-based services and to examine labour relation for the workforce delivering them. It creates an easy-to-use set of tools and guidance for the integrated assessment of service delivery, aiming to evaluate the level of coordination and diversification of community-based services across the continuum of care and identify gaps in the availability of specific types of support services or human resources. Capacity building activities accompany the validation and implementation of the toolkit, aiming to improve awareness of key issues, encourage multi-stakeholder exchange and promote joint learning, in line with the goals of the WHO European Framework for action to achieve the highest attainable standard of health for persons with disabilities 2022–2030. Programme activities aim not to replicate the multiple focused assessments already carried out in the piloting countries but rather to provide a conceptual framework in which this information can be pooled and interpreted in an integrative fashion, highlighting the links and interdependencies between sectors, disciplines, service and policy areas. By so doing, the programme targets one of the key but often overlooked preconditions for disability inclusion – facilitating effective coordination and planning across sectors.
