Support to German G7 presidency: Tracking the increase of the share of G7 ODA employment and skills promotion programmes directed specifically towards green sectors and greening traditional sectors
The G7 communiqué asks the ILO and the OECD to support the process of tracking this commitment including developing criteria for employment-oriented private sector and skills development that are contributing to a green economy as well as a harmonized, lean approach for the monitoring and evaluation of the impact of G7 programmes by 2030. Subsequently, two initiatives were developed by ILO with support from OECD and the German G7 presidency: 1. A tracking mechanism for G7 ODA commitments on ‘green jobs and skills’ that makes use of OECD-DAC Creditor Reporting System (CRS) on Official Development Assistance (ODA) statistics. 2. A monitoring and evaluation system: a harmonized M&E system for continuous and ex-post reporting on the impact on green jobs and skills country level programmes. The M&E system would distinguish both technical and financial cooperation intervention models and look at the measure of direct, indirect and induced green jobs. Regarding the first initiative on ODA tracking, Germany has asked the ILO to develop a project proposal to refine and implement the tracking mechanism. This would be the main tool to determine the level of adherence with the G7 commitment to increase ODA for green jobs and skills up until 2025. The overall objective of the project is to provide a relevant, statistical basis to track the progress of G7 (and DAC) member countries commitment to increasing the share of ODA skills employment promotion towards green sectors as well as “greening” traditional sectors (green skills and jobs). This will be achieved through the main outcome of the development, capacity building and reporting on a ‘green jobs and skills’ tracking approach for the DAC statistical database.
