Scaling up regional member countries investments impact on job creation : guidance tools and integrating non-sovereign operation dimension in the jobs marker system

Project Executive Summary Project overall goals and purpose The overall objective of the project is to maximize the job creation impact of Regional Member Countries (RMCs) investment operations financed by the bank to help address the youth employment crisis: The aim is to create a mechanism for systematically identifying projects across sectors which have significant employment effects and ensuring that they have access to sufficient support to realize their employment potential. This will also help the Bank improve the strategic allocation of its resources, making sure that every dollar spent delivers the greatest development value for Africa’s people. The project builds on the previous project named ‘Supporting Youth Employment in Africa by Strengthening the Capacity for Delivery in RMCs’, which objective is to develop a Jobs Marker for Sovereign Operations (SOs) to maximise job creation impact in Regional Member Countries (RMCs). This project expands the scope of the initially envisaged jobs marker into a systematic integrated jobs and Skills Marker System that integrates Non-Sovereign Operations (NSOs) and guidance tools to guide project cycle processes for both NSOs and SOs. Expected Outcomes Outcome 1: Maximized jobs impact of RMCs investment operations financed by the Bank. Outcome 2: At least 50% of RMCs investment projects approved by the Bank applied Jobs Marker system (NSO dimension) by end 2024. Expected Outputs Output 1: Jobs and Skills Marker system developed to integrate NSOs. Output 2: Jobs and Skills Marker System piloted for 6 months to cover new NSOs investment operations in RMCs. Output 3: guidance toolkit and modules for jobs and Skills Marker System mainstreaming developed and rolled out for NSOs. Key Activities i. Undertake situation analysis of non-sovereign operations of Bank. ii. Develop Options framework of the integrated Jobs and Skills Marker System to cover non-sovereign operations. iii. Develop integrated Jobs and Skills Marker System description and steps for operationalization. iv. Develop Jobs and Skills Marker Handbook covering both SOs and NSOs. v. Pilot the integrated Jobs and Skills Marker System to commence roll out. vi. Refine integrated Jobs and Skill Marker System and guidance tools based on piloting lessons learnt. vii. Develop guidance modules and tools to support the rolling out of integrated Jobs and Skills Marker System.
