Trade for Decent Work - Phase II

This project is Phase 2 of Trade for Decent Work that aims at improving the application of the International Labour Organisation (ILO) fundamental Conventions in European Union (EU) trading partner countries and contributes to Sustainable Development Goal (SDG) 8, through improved labour relations and working conditions. It continues within the framework of a Global Facility providing ad hoc support to on-going needs that might arise in partner countries or on global initiatives; and a Country-focused Facility supporting each year a number of target countries based on annual work plans and budgets to be submitted to the European Commission (EC) for financing. The start of Phase 2 of the project sees the continuation of work with a set of countries previously agreed by ILO and the EC (Bangladesh, Mongolia, Philippines and Vietnam). Country-level work serves to contribute to four common outcomes across the programme. The four outcomes capture the three key steps leading to application of International Labour Standards and fundamental Conventions, in connection with which member states and EU trading partner countries are often asking for assistance: ratification, aligning of legislation and strengthening implementation and reporting. In comparison with previous years, the project has added an additional outcome (outcome 3 below) to also strengthen mechanisms to promote and monitor the implementation of fundamental Conventions and other relevant International Labour Standards in workplaces, in enterprises and in supply chains. The formulation of outcomes stresses the importance of social dialogue and active participation of social partners in the achievement of sustainable results. The first outcome entails the ratification of targeted fundamental Conventions and selected International Labour Standards and Protocols. With the achievement of the second outcome, ILO constituents effectively participate in national processes addressing gaps between national law and practice and targeted conventions. The third outcome seeks to ensure the enhanced collaboration and dialogues between constituents, supply chain actors and trade partners to promote responsible business conduct in policy and practice. And, finally, with the fourth outcome, tripartite constituents effectively fulfil their respective role in reporting to the supervisory bodies.
