EU-ILO Technical Assistance Facility for the implementation of the Youth Guarantee in the Western Balkans, Phase II
The Youth Guarantee (YG) is a relatively complex and demanding policy framework to set up and implement, because it demands profound systemic changes. Yet it garners multiple elements of policy relevance in responding to the youth employment challenges of the Western Balkans (WB). Based on its prior experience supporting EU Member States, the ILO has identified a set of critical challenges that the WB-6 need to overcome in the process of establishing a functioning YG, in line with the policy principles underpinning the EU Council Recommendation. These challenges form the basis for this intervention. The project contributes to the labour market integration of unemployed and disengaged young women and men in WB economies, in a systemic manner, through the implementation of YG. More specifically, the project aims at enhancing the framework conditions and capacities for the establishment and gradual implementation of YG in WB economies. The project supports the WB-6 economies to bridge the gaps and challenges they face with regards to lack of data for evidence-based policy making, lack of tools, protocols and services to deal with the unemployed and inactive youth population. The project will also address limited capacities of relevant actors through design and provision of tailored capacity building packages.
