Youth NEETs in Southern Neighbourhood Countries
The project “Youth NEETs in Southern Neighbourhood Countries”, under DG NEAR’s Regional South Multiannual Indicative Programme (2021-2027), pilots new and innovative policy approaches for identifying, reaching out and providing services to the underserved population of youth “Not in Employment, Education, or Training (NEET) in the Southern Neighbourhood region. While countries in the region have youth NEET rates of up to 30%, with large gender gaps, policy priorities have progressed in recent years, and public employment services are gradually increasing the inclusion of NEETs in their outreach strategies. Young NEETs are a diverse group and include “hard to reach” populations such as discouraged youth, early school leavers and young women with family responsibilities, as well as educated, unemployed youth. The main focus of the project is long-term sustainability, and this will be achieved past the life of the project, with the rollout and upscaling of the pilot schemes through subsequent demand driven national level project phases.
