Mwakuri Aika a Raraoi Ibukimi 2 Activity (“MARI 2 Activity”): Worker Protection and Family Resilience
The ILO-led MARI 2 Activity will support the Kiribati Ministry of Employment and Human Resource (MEHR) with a focus on worker protection and family resilience. This activity will be implemented through three sub-activities as further detailed below. This Activity shall support MEHR, overseas workers and their families, and organizations advocating for overseas workers in addressing worker rights and family needs before, during, and after deployment to overseas opportunities. The Activity shall consist of the following three sub-activities that will lead to workers being equipped to exercise their rights during overseas work, families being equipped to manage the impacts of overseas work, and workers and their families being equipped to manage the impacts of overseas work upon return: *Sub-activity 2.1 will aim to lead to workers being equipped to exercise their rights during overseas work, promoting workers’ rights and well-being. ILO will achieve this by strengthening the institutional capacity of the MEHR and linking aspiring, existing and returnee overseas workers, and members of their families, to the services required to understand and exercise their rights. Under this Sub-activity, the ILO will facilitate the establishment of Kiribati’s first Overseas Workers Resource Centre (OWRC), which will be essential to achieving results across the MARI 2 Activity. *Sub-activity 2.2 will aim to lead to workers and their families being equipped to manage the impacts of overseas work through pre-departure training. This will complement Sub-activity 2.1 by ensuring workers are equipped with information and skills to maximise the benefits of labour migration. *Sub-activity 2.3 will facilitate and strengthen reintegration support, ensuring that benefits from labour migration are more sustainable for returnee overseas workers and members of their families. Under this Sub-activity, the ILO will support the development and implementation of a reintegration and staffing operational strategy informed by regional approaches, in partnership with Government of Kiribati, and provide direct support to returnee workers and their families to plan for reintegration. ILO will also lead the implementation of measures detailed in the Trafficking in Persons (TIP) Risk Management Plan, in coordination with Project partners.
