Partnerships for Climate Mobility
The Partnerships for Climate Mobility (PCM) programme will contribute to strengthening the resilience and adaptive capacity of vulnerable communities in Fiji, Tuvalu, with lessons and implications for all Pacific Island Countries, in the context of climate change and disasters, ensuring that migration and relocation remains a choice and that displacement is averted, minimized, and addressed. The programme will seek to engage community members including women, youth, people with disability and marginalized groups, as well as worker and employer organizations, through participation in contextualized training modules that are based on a needs analysis. The programme will support the following outcomes: 1. Inclusive implementation of national policies and human security practices to address climate mobility, and 2. Non-state actors and communities actively engage in national and regional processes to manage climate mobility. These outcomes will be achieved through the creation of an enabling policy environment; the provision of tools and information to increase the knowledge and skills of diverse stakeholders; and the improved accessibility of services. The programme will continue to promote action to comprehensively address climate mobility, including labour migration and other voluntary movements, displacement, and planned relocation efforts in the context of slow and sudden onset disasters. The UN’s joint approach to this work will be led by the International Organization for Migration (IOM), in partnership with the International Labour Organization (ILO), the Office of the High Commission for Human Rights (OHCHR), in close cooperation with the Economic and Social Commission for Asia and the Pacific (ESCAP).
