Enhancing Rights-Based Disability Inclusive & Sustainable Development in China

Attitudinal barriers are considered by stakeholders as one of the most fundamental challenges that cuts across all preconditions for disability inclusion in China. The key governmental institutions still do not fully grasp the full extent to which these barriers limit the enjoyment of rights by persons with disabilities. The current policy frameworks tend to regard persons with disabilities as welfare beneficiaries rather than rights holders. The programme intends to address those problems by implementing joint programe that build knowledge, competency and commitment to implementing CRPD compliant disability inclusive policies and systems among key governmental institutions, academies and OPDs as well as civil society in the priority areas of inclusive education, access to cultural rights and cultural enjoyment, employment, prevention and protection from gender-based violence (GBV), access to sexual and reproductive health and rights (SRHR), especially in terms of developing and implementing policies, plans, budgets, programmes and services. With UNPRPD China taskforce as a catalyst and its facilitating role, the programme takes three important approaches: First, equipping key stakeholders with knowledge and practical tools to develop and implement disability inclusive policies and systems; Second, addressing major gaps in achieving the essential building blocks or preconditions of CRPD implementation, such as equality and non-discrimination, service delivery, accessibility and data; and Third, influencing the CCA and UNSDCF reviewing process to become more disability inclusive by organizing capacity building and dialogue events among responsible governmental institutions, academies and OPDs.
