Promotion of the Prevention and Eradication of Child Labour in Brazil

Goal 8.7 of the United Nations (UN) Sustainable Development Goals (SDGs) establishes a global call for action to eliminate child labour by 2025. Although Brazil has made great progress in implementing, since the 1990s, a series of public policies that contribute to achieving the goal, major challenges still remain. In this Project, the aim is to intensify Brazilian efforts to eradicate this serious violation of human rights. A first step towards this will be to strengthen, at the national level, the National Commission for the Eradication of Child Labour (CONAETI). The project will support the monitoring and review process of the III National Plan for the Prevention and Eradication of Child Labour and the elaboration of the IV National Plan for the Prevention and Eradication of Child Labour. It will also contribute to the development of a National Rescue and Assistance Flow for Children and/or Adolescents removed from child labour. The second intended result is the development and implementation of a pilot to strengthen the national vocational apprenticeship policy in rural areas, where the biggest bottlenecks in terms of productive inclusion of young people and their preparation for the job market remain. Also, to contribute to this result, the Inclusive Apprenticeship Program (IAP) will be improved and replicated, which aims to overcome deficits in access to learning for adolescents and young people from vulnerable population. In a third axis, the project will collaborate to mitigate the risks of child labour in supply chains, initiating with the açaí supply chain, considered by repressive authorities to be one of the economic sectors in which children and adolescents are most vulnerable to being used as labour, articulating, and strengthening the local protection networks in the prevention and eradication of child labour in the region. In the fourth and final axis, the Project will work to carry on a diagnosis, implement a pilot project and mitigate the problem of child labour on Marajó Island visible, increasing the knowledge base on decent work deficits in the region, as well as articulating and strengthening local protection networks to prevent and combat the occurrence of child labour in the region, specially the sexual exploitation, domestic child labour and rural child labour.
