Employment and Social Affairs Platform 3 (ESAP3)

The third phase of the Economic and Social Affairs Platform project consolidates the results achieved under the first two phases and expand the platform to cover additional employment and social policy topics of high relevance for the Western Balkans. The ESAP 3 consists of three thematic components: 1. Employment formalization 2. Social Dialogue and collective bargaining 3. Occupational safety and health The employment formalization component builds upon successful practice of ESAP 2 to provide Western Balkans stakeholders with evidence-based policy options to employment formalization. The results will expand the knowledge base related to formalization generated in the Western Balkan context, support stakeholders to integrate evidence into their policies, and assist implementation if needed. To foster effective tripartite and bipartite social dialogue, the social dialogue and collective bargaining component assists social partners and tripartite organizations to develop high quality policy positions, draft legislations (laws and by-laws), and practical measures related to industrial relations including collective bargaining and labour markets. Additionally, it up-skills social partners to engage in social dialogue more effectively and to expand collective bargaining. In relation to the occupational safety and health component, the ILO seeks to ensure that OSH Frameworks adopted and implemented are in line with the EU acquis, the International Labour Standards (ILS) and the ILO Global Strategy. Furthermore, it seeks to increase the capacities and outreach of labour inspectorates and other relevant stakeholders in OSH for a safer and healthier workplace.
