Employability of Youth in Green Jobs and Strengthening Public Employment Services
The project aims at strengthening the institutional and human resources capacity of Ministry of Labour’s Employment Offices, the Public Employment Services (PES). It aims to design and offer new services and implement innovative delivery channels to support vulnerable and disadvantaged labour market groups transition into productive and sustained employment. This is achieved through the assessment and monitoring of the scope and performance of services offered by the PES and delivery mechanisms used to support targeted end beneficiaries accessing decent job opportunities. In that respect, the ILO conducts an institutional needs and capacities assessment to inform the identification and the design of a minimum range of service offer and delivery channels (digital or otherwise, inhouse or with/through partners) deployed in the short to medium term. Such targeted services can include outreach and registration of job seekers, outreach to employers and collection of job vacancies. Other services offered for employers such as matching and placement, counselling, guidance and job search assistance, employability enhancement through referrals to active labour market programmes as boosting the internal capacity of the PES with the ultimate objective to increase access to decent jobs and livelihood opportunities to vulnerable populations. In addition to the downstream work, ILO assesses the upstream policy and organizational capacity to strengthen the employment services policy framework, delivery protocols and monitoring and performance management with a view to promote service quality standardization across all governorates. The second component of the project focuses on promoting the greening of TVET, skills development and entrepreneurship for youth in the waste management and sustainable agriculture sector. This is achieved through the adaptation of the ILO – WFP Green Skills and Jobs Egypt 2024 study. The adapted study is then launched. Under this component, focus is on raising awareness on environmental skills and green jobs through the development of a 2-days basic training manual “How to work in the Green Economy for Job Seekers” based on the already existing ILO tool. The manual is then delivered to selected WFP NGO implementing partners, who in turn will roll-out the training to youth in selected communities.
