Building the capacity of constituents of pre-empting informalisation of work and promote transition to formality in the context of a refugee crisis
This intervention takes an integrated approach to address the complex challenges of the informal economy in the context of the refugee crisis in Armenia. It aims to enhance the capacity of ILO tripartite constituents to promote formalization, improve regulatory frameworks, strengthen local economic planning, and extend labour protection to vulnerable workers in the informal economy. The intervention targets the Ministry of Labour and Social Affairs of the Republic of Armenia, the Confederation of Trade Unions of Armenia, and Republican Union of Employers of Armenia. The ultimate beneficiaries are the workers-refugees from the Nagorno-Karabakh region, workers in the informal economy, especially women workers, and local economic planners in three provinces (Yerevan, Kotayk, Ararat). The intervention is implemented in partnership with development partners including the UNDP, WHO, UN Women and NGOs, and is coordinated with other UN inter-agency initiatives. The expected results include enhanced policy and regulatory frameworks and strengthened institutional capacity of tripartite constituents to address informality, and extended labour protection to vulnerable group of workers, including platform workers.
