Supporting the formalization of workers and enterprises through an integrated and gender-responsive national strategy
This intervention aims to enhance the capacity of the government and the social partners in Georgia to address the causes of informality and foster the transition to formality through the implementation of consensus-based policy measures and pilot initiatives aimed at formalizing enterprises and their workers. The direct beneficiaries of the intervention include employers’ and workers’ organizations, the Labour Inspectorate and the National Statistical Office. The end beneficiaries are the workers operating in the informal economy and the owners of informal economic units. The key partners of this intervention are the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health, and Social Affairs, Ministry of Finance, Ministry of Economy and Sustainable Development, Enterprise Georgia, Social Services Agency, National Statistical Office, National Skills Agency of Georgia, Georgian Employers’ Association and the Georgian Trade Union Confederation. The expected results include i) the development and implementation of a National Integrated and Gender-responsive Formalization Strategy; ii) strengthened compliance mechanism(s) to facilitate the transition to formality; and iii) initiatives combining enterprise formalization and social protection extension in selected sectors. The overall expected result is a reduced incidence of the informal economy in Georgia.
