Promoting occupational safety and health through social dialogue in the mining sector in Kazakhstan
This intervention aims at addressing occupational hazards, diseases and mortality in the mining sector in Kazakhstan, through targeted capacity development, policy advice and knowledge sharing. It builds on ongoing Government’s initiatives to strengthen social protection for workers in hazardous jobs as well as on ILO support to address compliance gaps in relation to the Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87) and the Right to Organise and Collective Bargaining Convention, 1949 (No. 98). The intervention is implemented at national level in Astana and at regional level in resource-intensive locations such as Ekibastuz and Karaganda oblasts. The direct beneficiaries of the intervention are Government officials including labour inspectors, representatives of workers’ and employers’ organizations, tripartite constituents at the national and sectoral levels, company-based management-worker teams and mining enterprises involved in the activities. The key partners of this intervention are the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan, the Federation of Trade Unions of the Republic of Kazakhstan, the National Confederation of Employers of the Republic of Kazakhstan; UN agencies involved in supporting the implementation of the UNSDCF and the Local Network of the UN Global Compact. The expected results include i) strengthened fundamental principles and rights at work in mining sector by improved compliance with ILO Conventions Nos. 87 and 98, as well as other Conventions on occupational safety and health (Nos. 155 and 187) and on labour inspection (Nos. 81 and 129); and ii) enhanced capacity of labour inspection along with action plans agreed by the tripartite constituents to foster safe and healthy mining working environments.
