Community Based Routine Maintenance (CBRM) under the RISE Project

Despite sustained economic growth, poverty persists in Tanzania, particularly in rural areas where agriculture, a critical sector, remains underproductive. Rural Tanzania faces significant challenges, including high poverty rates, limited access to markets and services, and a high youth unemployment rate. To address these issues, the International Labour Organization (ILO) and Tanzania's Rural and Urban Roads Agency (TARURA) are collaborating on a Community-Based Routine Maintenance (CBRM) program. The CBRM program empowers local communities by involving them in road maintenance, creating jobs, and improving rural infrastructure. Trained and equipped CBRM groups handle routine maintenance tasks, generating income and stimulating the local economy. The project develops training programs and manuals for these groups and builds capacity for managing procurement and contracts. Outcomes include improved road conditions, increased access to markets, healthcare, and education, and enhanced employment and income generation, contributing to poverty alleviation. The program also strengthens community capacity to manage road infrastructure, ensuring long-term sustainability. Initially implemented in four regions, the project has the potential for nationwide scale-up, creating a replicable model for CBRM across Tanzania. The project promotes a rights-based approach, ensuring equal opportunities and treatment for all individuals, including men and women, people with disabilities, and those affected by HIV/AIDS. It addresses cross-cutting social and environmental issues such as fair working conditions, gender equity, occupational health and safety, and environmental stewardship. The ILO collaborates closely with social partners, including trade unions, employers' associations, the government, other UN agencies, and development partners, to leverage resources and expertise. This collaboration significantly impacts Tanzania's rural development, paving the way for a brighter economic future.
