PPDP for Inclusive Decent Employment and Productive Livelihoods
The “Inclusive Growth through Decent Work in the Great Rift Valley” was a Public Private Development Partnership (PPDP) Project designed by the ILO and ForumCiv and implemented in collaboration with the County Governments of Narok and Nakuru. An important feature of the project was the engagement with private sector companies and Vocational Training Centres (VTC) operating in these counties. The project was implemented from May 2018 until the end of June 2024. The PPDP model was thus seeking to stimulate economic and private sector growth, while also seeking to enhance employability and tackle social and human rights challenges in the counties. Throughout the implementation, a broad range of employment, enterprise, and skills development initiatives were implemented for increased employability and entrepreneurship resulting in 1900 jobs, and 778 businesses started and grown. Phase 2 of the project will therefore be based on a market systems development (MSD) approach, combined with interventions aiming at systemic change in skills development and lifelong learning services, while, to the extent possible, building on the partnerships established during Phase 1. Ongoing interventions and workstreams in the current two project counties, Nakuru and Narok, will be seen to their completion. In parallel, the project will initiate the first step in an MSD-based project in three counties, adding Kajiado County to the current two counties of intervention. Rapid Market Assessment (RMA) will be performed to systemically identify a longer list of sectors and value chains with economic growth and employment creation potential. The overarching aim of the programme is to contribute to the inclusive and sustainable socio-economic development of the Great Rift Valley where the overall development objective is a contribution to employment creation and economic development through three outcome areas. i. enhanced employability and job access through vocational education and skills development, ii. inclusive job opportunities in growing sustainable enterprises and value chains, and iii. enhanced community engagement for inclusive and productive employment and livelihoods Within the cultural and policy context of Kajiado, Narok, and Nakuru counties, the project is ambitious in its goal to integrate diversity, equity, and inclusion (DEI) as this is crucial for achieving sustainable impact. The project interventions will recognize and value differences among people, including their backgrounds, experiences, and perspectives and the MSAs will identify any disparities related to gender, ethnicity, age, and disability and ensure these factors are included in the inclusive design of MSD interventions.
