National Circular Economy Roadmap and Action Plan to boost skills and jobs for youth in Mozambique
The development of the circular economy is a key priority in several development and planning frameworks in Mozambique and is regarded as a transformative paradigm that promotes sustainable development by simultaneously improving economic, environmental, and social goals. This intervention focuses on developing a circular economy roadmap and action plan, as outlined in the National Development Strategy (ENDE) 2025-2044, to enhance employment opportunities, particularly for youth and women. The roadmap aims to drive comprehensive change in agriculture, forestry, and industry, by fostering inclusivity, decent work, and reduced inequality. Direct beneficiaries include the Government of Mozambique, workers’ and employers’ organizations, the Ministry of Trade and Industry, Business Development Service providers, and Technical and Vocational Education and Training (TVET) institutions. The intervention will ultimately benefit workers and enterprises in Mozambique, with a specific target of 300 youth and women through the Green Jobs for Youth framework. Expected results encompass the adoption of integrated policy measures for just transitions based on the National Circular Economy Action Plan (NEP) and Roadmap. This includes enhanced capacity of ILO tripartite constituents to apply just transition guidelines; improved access to green jobs for youth; the development of a green jobs framework aligned with the NEP; and an integrated youth employment and skills programme focusing on the agriculture, fishery, and industry sectors.
