Just Transition Promotion in the Amazon Region in Bolivia with a Focus on Indigenous Peoples and Traditional Communities

This intervention addresses the urgent issue of climate change and the need for inclusive and sustainable development by promoting green employment opportunities and the participation of indigenous peoples in Bolivia and Brazil through the application of the ILO's Just Transition approach and the Indigenous and Tribal Peoples Convention, 1989 (No. 169). It focuses on sectors with high potential to create green jobs, improve climate resilience and protect ecosystems in the Amazon region. The intervention is implemented in collaboration with government entities, including the Ministries of Environment and Indigenous Authorities, as well as with employers’ and workers' organizations, local community leaders and the Amazon Cooperation Treaty Organization (ACTO). The end beneficiaries of the intervention are: in Bolivia, some 50 representatives of the autonomous territorial entities of the Amazon region and 200 officials (of which at least 40% women) of Government institutions at the national and subnational levels in prioritized Amazon municipalities; and in Brazil, specific groups of workers involved in activities linked to environmental preservation and energy transition (total 150 people) and 6 small businesses involved in socio-bio-diversity economy. The expected results include: a solid understanding of the potential for green jobs among the relevant stakeholders; the development of inclusive policies compliant with international labour standards to support a just transition; and the creation of participatory platforms for social dialogue, ensuring that the voices and needs of indigenous communities are central to the transition to sustainable economies.
