Unpaid care, disability and gender transformative approach programme
This UNPRPD joint programme is designed to address the complex issues surrounding care and support systems, with a focus on making them more disability-inclusive and gender-transformative. The ultimate aim is to increase independent living opportunities for persons with disabilities, especially women, and improve the well-being of unpaid caregivers providing support to family members with disabilities. The programme emphasizes influencing national care and support systems, with special attention to unpaid care, to create a more inclusive and gender-transformative policy environment. Spanning Tanzania, Mozambique, Kenya, Colombia, and Panama, the joint programme strategically selected these countries based on political commitment, policy progress, and the effective engagement and capacity of participating UN organizations and civil society. The programme is unique in its multi-stakeholder design, bringing UN agencies, governments, civil society, and other relevant care sector actors together to take a collaborative approach and form new partnerships. This programme will create new knowledge and tools on disability rights and gender-transformative care system policy reforms and practices, filling a significant knowledge gap. This knowledge will be informed by learning and evidence from national-level piloting, ensuring a practical and contextually relevant approach. This joint programme, informed by 35 situational analyses conducted by UNPRPD and its implementing PUNOs, integrates insights from national and global consultations, addressing identified gaps in disability inclusion and rights. The programme will be guided by meaningful engagement with organizations of persons with disabilities (OPDs) women’s rights organizations (WROs) throughout the cycle, aiming for a holistic and inclusive approach to challenges within care and support systems. This initiative aligns with the ongoing efforts led by the Deputy Secretary General to unify the UN System in defining a shared vision for expanding care and support systems and delineating the roles of UN agencies in this crucial domain.
