A Roadmap for a Rights-Based Universal Social Protection System Ensuring Poverty Reduction and Decent Jobs in Colombia

This joint program accelerates the SDG-related country priorities in Colombia and paves the way for a structural transformation on social protection and decent jobs by building a comprehensive roadmap for the development of a rights-based universal social protection system (SPS). The roadmap addresses both parametric as well as structural challenges the SPS in Colombia faces as (i) the unlinking between social and productive inclusion and employment policies; (ii) a missing response to care needs that result in women occupied in non-paid care work; (iii) persistent poverty, inequality, and hunger with significant differences at the local level and disproportioned impact on women and girls; (iv) lack of flexibility to respond to crises and to demographic changes. It also addresses challenges related to the means of implementation: (i) lack of a coordinated multisectoral response, segmented programs, and weak governance (ii) limited fiscal space and low social spending. The roadmap begins with the identification of relevant stakeholders (private and public sector, employees, and civil society organizations, including women led organizations), and a short assessment of the current institutional framework. Given the myriads of existing studies with diagnostics, evaluations, and analysis of the functioning of the SPSs functioning, the joint program uses these inputs and focuses more on building consensus among stakeholders (private and public sector, employees, and communities) regarding around the recommendations of adjustments and steps for implementation, building a common framework for system's objectives. The roadmap outlines short, medium, and long-term actions for effective and sustainable implementation of the necessary changes, and will serve as a policy “umbrella” for aligning sectoral and thematic reforms related to Social Protection Security.
