Jamaica Just Transition: Embedding Climate Justice in Regional Policy Frameworks

This intervention addresses the lack of integrated climate change and labour market policies in Jamaica. It supports the country to fulfil its mandate, as a signatory party to the Paris Agreement, to integrate Just Transition measures into national development priorities, and to establish and update Nationally Determined Contributions (NDCs) towards cutting emissions and adapting to climate impacts. The intervention is implemented in a nation-wide scope, in collaboration with several principal national partners including the Planning Institute of Jamaica, the Ministry of Labour and Social Security, and the Ministry of Economic Growth and Job Creation, with support from the University of the West Indies, Caribbean Community Climate Change Centre, Caribbean Congress of Labour, Caribbean Employers Confederation, Caribbean Disaster Emergency Management Agency, and the Inter-American Centre for Knowledge Development in Vocational Training (ILO/Cinterfor). The end beneficiaries of the intervention are some 20 national institutions, including workers' organizations and government agencies responsible for climate policies. The expected results include: the integration of Just Transition measures into Jamaica’s national climate policies by 2026; enhanced capacity of stakeholders to engage in climate policy development; the establishment of inclusive social dialogue mechanisms to support the national constituents’ engagement in NDC considerations; and the development of integrated climate policy responses that promote the extension of social protection coverage.
