This intervention is designed to enhance the national framework of public employment policies aimed at facilitating the transition from the informal to the formal economy in Costa Rica following the update of the national strategy for the transition to the formal economy (ENTEF). The initiative also addresses specific demands from the ILO’s tripartite constituents such as implementing innovative, cost-effective, and scalable solutions, with a gender focus, that address the needs of vulnerable and hard-to-formalize groups. The intervention is implemented in collaboration with various United Nations agencies, including UNDP, IOM, UNHCR, UNIDO, and UN Women, as well as with the Development Bank of Latin America and the Caribbean (CAF), which is contributing to the formulation of the National Employment Policy (PNE). The direct beneficiaries of the initiative are: 50 informal economic units in the retail trade sector within the Greater Metropolitan Area (GAM), at least 30 individuals involved in artisanal fishing along the South Caribbean coast, and at least 50 domestic workers across urban areas nationwide. The expected results include: i) an improved integrated and coherent policy framework for formalization in alignment with the regional formalization strategy (FORLAC 2.0); ii) expanded national capacities to design and implement sectoral approaches for formalization; iii) strengthened management of evidence-based formalization policies; and iv) enhanced capacity of workers' and employers' organizations to deliver formalization services to their members, while also reinforcing strategies for organizing and affiliating workers and economic units in the informal economy.
