EU-ILO Technical Assistance Facility for the implementation of the Youth Guarantee in the Western Balkans, Phase III

In 2021, the International Labour Organization (ILO), in partnership with the European Commission and in close collaboration with the European Training Foundation (ETF), established the EU-ILO Technical Assistance Facility for the implementation of the Youth Guarantee in the Western Balkans (TAF). The TAF aims to support Western Balkan economies in developing, piloting, and fully implementing the Youth Guarantee (YG), in line with EU good practices and following the policy principles enshrined in the relevant EU Council Recommendations on the YG. The EU-ILO Technical Assistance Facility applies a demand-driven approach, whereby beneficiary institutions in the target economies request support depending on their needs and specific local circumstances. The project ‘EU-ILO Technical Assistance Facility for the implementation of the Youth Guarantee in the Western Balkans (TAF): Innovation in youth employment policy through the Youth Guarantee’, funded by the European Commission and implemented by the ILO, started in August 2022 and is now entering its third phase (2024-2028). The project facilitates the labour market integration of unemployed and disengaged young women and men in the Western Balkan (WB) economies, in a systemic manner, through the implementation of the Youth Guarantee (YG). The project leverages the ILO’s mandate, expertise, and prior experience acquired by supporting EU member States in the implementation of the YG. Through the project, the ILO supports knowledge and capacity development for a functioning YG governance and service delivery mechanism. The ILO also provides tailor-made technical guidance, recommendations, and capacity support to all target economies on necessary policy reforms and initiatives to meet the requirements of the Youth Guarantee. Additionally, the ILO facilitates peer-learning events and exchanges of good practices among institutions involved in the establishment, implementation, and monitoring of the YG, as well as a dynamic network of YG Coordinators.
