Free Movement of persons and Transhumance in the IGAD Region – Phase II (FMPT -II)
IGAD Secretariat and ILO have successfully led the implementation of the project towards Free Movement of Persons and Transhumance in the IGAD region phase I (2017-2023). Within the framework of such a project, the two organizations have successfully worked together to achieve tangible results building on their comparative advantages and complimentary nature of their experience and expertise. In addition to driving the process towards the adoption of the protocol on free movement of persons, the two organizations worked together in establishment of the IGAD Ministerial Committee on Labour and Employment, the adoption of an IGAD Guidelines on Rights Based Bilateral Labour Agreements (BLAs) and signing of the Djibouti Declaration on Labour, Employment and Labour Migration, among many other things. On the substance, IGAD and ILO are cognizant of the structural challenges and operational obstacles in creating decent employment opportunities for citizens, migrant workers, pastoralists, and other vulnerable groups. The two organizations have established solid partnership and working modality recognized by member states, social partners and other stakeholders. This will be an important asset and added value to swiftly roll out the implementation of FMPT II at regional and national level. FMPT – Phase II will focus on the ratification and implementation of the IGAD Protocols on Free Movement of Persons and Transhumance and advancing regular labour migration and mobility drawing on the extensive consultations with IGAD Member States, Social Partners and the EU delegation.
