Promoting inclusive and sustainable reconstruction in Ukraine through social dialogue

This intervention supports ongoing government initiatives in Ukraine to reform labour laws in accordance with international labour standards and related EU Acquis, and comparative law and practices, as well as to build the capacities of labour market institution and the National School of Judges, based on best international EU practices. The intervention consolidates various ILO technical initiatives to enhance the institutional set-up for social dialogue, the legal and institutional framework for amicable labour dispute resolution, compliance mechanisms, effective application of fundamental principles and rights at work, gender equality and capacity-building for tripartite constituents. The intervention is implemented mainly at the national level with activities conducted in Kyiv and other selected regions. The target groups include over 2000 representatives of tripartite constituents at different levels, 40 labour conciliators, mediators and staff of the National Conciliation and Mediation Service (NCMS) and 20 judges. At least 40% of the direct beneficiaries are expected to be women. The collaborating partners include the Ministry of Economy, the Ministry of Social Policy, employers’ and workers’ organizations, the Parliament, the State Labour Service, the NCMS and the National School of Judges, the international organizations of employers (IOE) and international workers’ organizations (ITUC, ETUC, Global Unions), UN Women, UNHCR, IOM, RCO, partners involved in the UN-Ukraine Transition Cooperation Framework and the forthcoming UNSDCF for Ukraine, bilateral Donors (Belgium, Canada, Denmark, in particular). The key expected results are: revitalized social dialogue; strengthened labour market institutions with enhanced capacity to engage in the reconstruction and recovery of the country; increased capacity of social partners to meet the needs of their members and/or prepare for EU membership; measures developed by the constituents, through social dialogue, to promote equality of opportunity and treatment at work.
