Combating Child Labour through Education and Training, Phase II (Phase I - PAK/98/M02/SDC)

The project “Combating Child Labour through Education and Training (CCL)” is technically supported by the ILO’s International Programme on the Elimination of Child Labour (IPEC) and funded by the Swiss Agency for Development and Cooperation (SDC). The project has completed two phases. The first phase of the project was undertaken as a pilot project in two districts from September 1999 till 31 December 2001. The budget of Phase I amounted to US$769,237. Subsequent to the positive evaluation of Phase II, the project was allowed to be scaled up and replicated in four districts of NWFP. The duration of Phase II was from January 2003 to 31 December 2006 and the budget amounted to US$2,160,827. The project is executed by the ILO/IPEC Project Office based in Peshawar with backstopping from the Area Office in Islamabad and IPEC at ILO Headquarters in Geneva and implemented by government departments, NGOs and employers’ and workers’ organizations. The project aims to support government efforts to develop effective strategies to combat child labour by involving governmental and non-governmental actors, and by integrating child labour issues into social, economic and developmental policies. It further endeavours to promote universal basic education and develop a skilled labour workforce in an institutionalized manner. During December 2006 a series of consultative planning workshops were organized by the Project Office to prepare Action Programme Summary Outlines (APSOs) in consultation with existing partners from Government, workers, employers and non-governmental organizations. The objectives of the workshops were to identify gaps and challenges faced during the implementation of Phase II and identify strategies to overcome them. It provided an opportunity to chalk out future interventions focusing on the institutionalization of the action programme and enabled participants to develop their own APSOs and workplans. As planned in this phase, the project intends to address child labour issues in a comprehensive manner through an integrated set of interventions. The project will contribute to achieving the goals of national policy and a plan of action to combat child labour and the national Time-Bound Programme through several interrelated components. The project strategies for Phase III can be put into three major sub-programmes as follows: i) strengthening of policy and institutional development; ii) promoting social mobilization and strengthening the enabling environment; and iii) provision of social services. In this phase, the project will focus on the following areas : · strengthening of the Child Labour Unit in the Labour Department; · development of a child labour monitoring & referral system; · development of operational plans; · mobilizing primary school teachers, parent/teacher associations (PTA) and young people to combat child labour; · mobilizing policy makers, law enforcement agencies, trade unions, associations and employers' organizations; · implementation of SCREAM-Stop Child Labour; · provision of social services through basic education, skills training and social and life skills.
