The Time-Bound Programme in the Philippines

The project is implemented in support of the National Program Against Child Labor (NPACL) to realize the goal of reducing the worst forms of child labour by 75 per cent by 2015. To this end, the project aims to: (1) strengthen the enabling environment for the elimination of child labour through legislative and policy reforms, knowledge building through research and surveys, social mobilization and advocacy to promote attitudinal change towards child labour; and (2) reduce the incidence of selected worst forms of child labor through direct action for child laborrers and their families. Through the provision of education and non-education services, as well as through awareness raising, the project withdraws and prevents 44,500 girls and boys from six worst forms of child labour, namely, domestic labour, commercial sexual exploitation, sugarcane plantation activities, fishing, pyrotechnics production and mining and quarrying. Additionally, in order to remove their need for child labour, families are provided with support to embark in livelihood and income-generating activities, such as basic literacy training, microcredit and vocational/business skills training.
