The Time-Bound Programme in Turkey
The project focuses on supporting the effective implementation of the TBPPF for the elimination of the WFCL in Turkey and consists of two main strategic components. Each component addresses the need for “upstream” policy articulation, coordination of resources and development of capacity at all levels in a coherent and coordinated manner. The first strategic component aims to create an enabling environment conducive to the elimination of the WFCL nationwide. The second strategic component targets specific forms and provinces with the aim of reducing the incidence of specific worst forms through enhancing the existing and developing new models. As a result of consultations with partners during the development of the TBPPF and in line with Convention No. 182, work on the streets, in seasonal commercial agriculture (cotton) and in the informal urban economy (furniture sector) have been identified as the priority areas with regard to WFCL. A total of 11,950 boys and girls will be targeted in the direct action component of the project. Of this total, 4,950 will be withdrawn from WFCL and 7,000 will be prevented from entering work. The project will also benefit 2,200 families in the targeted communities, who will receive the following services from the project: income generation (excluding revolving funds); formation of parents’ groups and community organizations; information and orientation on child labour; medical check-ups; skills training. In order to address the scale and complexity of the problem of working children, close cooperation among all stakeholders is essential. Targeted interventions will therefore employ a multisectoral approach that addresses legislation, research, information gathering and dissemination, training, awareness raising and education. Partners of the project are officials of relevant ministries and other government institutions, including those represented on the National Steering Committee, such as the Ministries of Labour and Social Security, Health, Interior, Finance, Justice, National Education and Agriculture; mayors and other municipal officials, as well as provincial and district government authorities of the targeted provinces, legislators, judges, court officials, police and other law enforcement officials; employers in the targeted areas and managers in related workplaces, representatives of trade unions in the relevant sectors/industries; representatives of employers' organizations, NGO representatives, teachers and community leaders.
