Combating trafficking in Cameroon
The objectives of the project are: 1) Key stakeholders in the fight against child trafficking as well as the general public will have raised their level of understanding and awareness concerning the child-trafficking problem and will be mobilized to support the adoption of legal measures. 2) At the end of the project, national anti-child-trafficking legislation will have been strengthened. 3) At the end of the project, the capacity of relevant national governmental institutions and authorities and non-governmental organizations for the effective enforcement of the anti-child-trafficking legislation will have been strengthened. The main activities are: 1.1.1: Produce information and awareness-raising materials (posters, brochures, factsheets, etc.). 1.1.2: Design and develop an advocacy and information campaign on the child-trafficking situation through the involvement of the mass media. 1.2.1: Support and guide the creation of pressure groups (labour unions, NGOs, child parliament, religious communities, etc.). 1.2.2: Train pressure groups on information and lobbying techniques and provide them with information and awareness-raising materials. 1.2.3: Set up a general common lobbying strategy, adopt a plan of action and ensure follow-up. 1.3.1: Conduct information and awareness-raising meetings and workshops for opinion leaders, key central authorities, traditional authorities and local authorities (in particular of key child-trafficking sending, transit or receiving areas). 2.1.1: Coordinate, with relevant authorities, the preparation of ToR and scope of analysis of current legal framework. 2.1.2: Conduct legal analysis (legislation and enforcement procedures). 2.1.3: Validate and disseminate legal analysis. 2.1.4: Conduct consultative preparatory process with relevant authorities. 2.1.5: Organize technical workshop to adopt proposal for anti-child trafficking legal revision. 2.2.1: Submit proposal for legislative amendments to relevant authority (official submission). 2.2.2: Conduct meetings with relevant authorities for the drafting of legislation. 2.2.3: Lobby legislative and political authorities for the enactment of the proposed legislation by relevant body. 2.3.1: Prepare explanatory factsheet on new anti-child-trafficking legislation. 2.3.2: Reproduce and make available new legislation in relevant national languages. 2.3.3: Conduct information campaign, audience tailored, on new anti-child-trafficking legislation. 3.1.1: Conduct, in coordination with relevant authorities, situational analysis of training expertise, experience and needs. 3.1.2: Adapt existing training modules and curricula to new anti-child-trafficking legal framework. 3.1.3: Develop training modules for specific target groups (trainers, law enforcement authorities, judges, prosecutors, labour inspectors, social workers, workers’ and employers' organizations, etc.). 3.2.1: Design, in coordination with relevant authorities, training and sensitization programmes. 3.2.2: Implement training and sensitization programmes. 3.2.3: Ensure programme follow-up. 3.2.4: Organize, with relevant institutions, exchange of training experiences and feedback meetings (lessons learned).
