Development of Professional and Social Qualifications for Promoting the Social Inclusion of Workers

The project “Development of Professional and Social Qualifications for Promoting the Social Inclusion of Workers” (PNQ) aims to give technical assistance to the Brazilian Government within its Social and Professional Qualification Programme (PQSP). Its main objective is to contribute to the promotion of social inclusion and income generation for workers through social and professional qualifications. The immediate objectives of the project are: 1. Support in the construction of an integrated public system of employment and income through participative means. 2. Support in the formulation of a national policy for professional certification in order to strengthen the socio-occupational insertion of workers. 3. Promote the mainstreaming of gender and ethnicity within the PQSP and in the employment and income public policies. 4. Promote, through participative means, the improvement of the labour and income conditions of domestic workers. 5. Support the preparation for first employment, youth entrepreneurship and stimulating social responsibility focused on youth. The project’s outcomes include a proposal of integrating the policies of social and professional qualification with those of labour and income, the establishment of social dialogue mechanisms in order to create a Brazilian position on international fora on the qualification policies, pilot projects on certification, creation of a methodology for the mainstreaming of gender and ethnicity within the PQSP and the public policies on employment and income, an integrated public policy proposal for the promotion of income generation and social inclusion of domestic workers, improvement in the social and professional qualification for youth, in youth entrepreneurship, and in the promotion of social responsibility among them.
