Combating child labour in the carpet industry in Pakistan - Phase II

The project is aimed at eliminating child labour from the hand-knotted carpet industry in Pakistan. However, the project’s action programmes are specifically targeted at the high concentration carpet-weaving areas in the districts of Sheikhupara, Gujranwala Multan, Faisalabad and Toba Tek Singh in Punjab province and Tharparker district in Sindh province. The project’s aim is being pursued through six interrelated components, namely: (i) CHILD LABOUR MONITORING AND PREVENTION – which itself consists of two interlinked mechanisms, namely: (a) internal monitoring and verification system; and (b) external monitoring and tracking system. (ii) EDUCATION – this component consists of three sub-components, namely: (a) non-formal education (NFE); (b) pre-vocational training; and (c) mainstreaming of carpet-weaving children and their siblings to formal schools. (iii) INCOME GENERATION AND MICROCREDIT. (iv) ADVOCACY AND AWARENESS RAISING. (v) CAPACITY BUILDING; and (vi) RESEARCH AND SURVEYS. By pursuing the foregoing approach and strategy, the following objectives will have been achieved by the end of the project: (i) Child labour in carpet production (including underage workers, hazardous situations and exploitative working conditions) reduced by 50% in the targeted carpet households and sheds. (ii) The stakeholders and partners in child labour elimination have the capacity to formulate, implement and sustain action to combat child labour in the carpet industry. (iii) Plan and project proposal, based on the knowledge generated in the second phase, made available for implementation in the provinces of the North West Frontier and Sindh and/or a possible replication in other areas of Pakistan.
