Programme of support to the national time bound programme for the elimination of the worst forms of child labour in Cambodia.
The goal of the TBP Support Project is to contribute to the elimination of the identified worst forms of labour in Cambodia and to create a platform for eliminating all forms of child labour. The TBP has three immediate objectives as the following: - Policy and capacity building: Strengthen national and provincial policy frameworks and implementation capacity to combat the worst forms of child labour. - Knowledge base, commitment and mobilization: Mobilize key stakeholders and networks at all levels to effectively combat the worst forms of child labour. - Targeted interventions: put into place integrated, effective and sustainable responses to fight against the worst forms of child labour in selected provinces that can serve as pilot models for Cambodia. The TBP Support Project focuses specifically on child labour in the following target sectors and geographical areas: - Child domestic workers, Phnom Penh - Children working in salt production and fisheries, Kampot - Children working in fisheries, Kep - Children working in fisheries, Sihanoukville - Children working in rubber plantations and brick making, Kampong Cham - Children working in brick making, Siem Reap - Child porters, Banteay Meanchey The four-year Project targets nearly 16,000 children for withdrawal and prevention from exploitative or hazardous work through the provision of education and non-educational services. Non- formal or basic literacy education, vocational and skills training and referrals to the formal education system will be provided to nearly 10,000 of the targeted boys and girls. Of these over 14,000 children have been rehabilitated or prevented from working in the WFCL and nearly 3000 families of these children targeted for counseling awareness generation, Income Generation Programmes etc. The non-educational services within the TBP include tracking targeted children, counseling, provision of shelter or other support services, community mobilization, awareness raising and behavioral change, alternative livelihoods etc. The Project is a US$ 4.75 million project, fully funded by the United States Department of Labour. The Project has as its Implementing Agencies, the Ministry of Labour and Vocational Training (and its Municipal/ Provincial Departments of Labour) and their Provincial and Municipal Departments of Labour and Vocational Training who work together with other relevant ministries such as the Ministry of Social Affairs, Veterans and Youth Affairs, the Ministry of Rural Development, the Ministry of Women’s Affairs and the Ministry of Education and the ILO's Social partners: the employers and workers organisations. The Project also works in partnership with other UN agencies, especially UNICEF and the World Bank, and with the Asian Development Bank, NGOs and Civil Society.
