ILO enterprise specialists (e.g. for SIYB), skills specialists (e.g. for CB TREE) and Youth Employment specialists needed to be better used in the delivery of the project, 48 particularly the pilots. Where NPOs have a major role in coordinating projects, they should have direct access to this support.
