Counterparts include governmental institutions, tripartite constituents and implementing partners. MSD and M4P being new approaches in Afghanistan require extensive capacity building, it require high political will and understanding of how market systems work. ILO has extensively built the capacity of all counterparts and imparted project related knowledge to ensure increased participation and commitment of counterparts in the project.
success:
Interest of counterparts in the project and full engagement by ILO were effective in increased participation of counterparts in capacity building interventions.
challenges:
Building the capacity of counterparts was time taking due to the approach of project implementation being unique. Sending staff members of constituents for International trainings is burdensome when they don’t speak English.
