- At a certain level working toward the development of a Decent Work “oasis” within a single industry is likely not to achieve more positive outcomes without addressing policy at the national level.
- success:
- The Better Work Jordan programme has been successful in supporting the industry to recoup earlier losses and make record revenues from exports. A clear link and acknowledgement to the BWJ programme is found among stakeholder groups. Capacity building and assessments have added clear value. Yet, as noted above, there is a plateau in non-compliance rates and a more structural approach at the policy level to address the labor market within Jordan is recommended.
- challenges:
- The concentration on a given sector in developing social dialogue and addressing Decent Work for migrant labor, as has been done in the garment sector in Jordan in the Better Work Jordan programme, can be productive but only to a certain extent. This has been evidenced by the plateau achieved in non-compliance rates by the programme.
