- High level strategic engagement and policy advice and guidance are critical components of an overall approach to R4D-SP. Technical support is important but is limited by the constraints in the enabling environment. It is important to strike a balance between strategy and policy advice and technical support and direction.

- Need to focus not only on immediate products and deliverables but to actively engage and influence decision-making at the highest levels. Required a structured and coordinated approach.The main challenge to date has been a focus on the products and outputs of the program without recognising the need to actively engage and to seek out areas where influence can be made (e.g. with regards to policy decisions, budget allocations, and planning).

- Opportunity to re-focus the program to focus on high level engagement and influence.
